In September, Sheriff Shawn “Mickey” Stines was indicted for shooting Judge Kevin Mullins. At the time, the public was told only part of the story.

Since then, disturbing allegations have come to light: Judge Mullins is accused of engaging in sexual relationships with inmates in exchange for lenient sentencing. One accuser, Tya Adams, has bravely testified, “I was part of it. I was one of them.”

Dear Sir/Madam,

We, the undersigned, respectfully urge a review of Sheriff Shawn “Mickey” Stines’ indictment and sentencing in light of serious allegations against Judge Kevin Mullins.

Multiple accusers have now come forward claiming that Judge Mullins exploited his judicial power by engaging in sexual acts with inmates in exchange for leniency in sentencing. If true, these actions represent profound judicial misconduct. Sheriff Stines’ lawyers argue that the grand jury was not made aware of this information when issuing the indictment.

We are not justifying violence, but justice requires context. These allegations must be considered as mitigating factors in Sheriff Stines’ case. It is neither fair nor constitutional to pursue the harshest possible punishment when relevant evidence of corruption and misconduct was concealed from the jury.

We ask that your office:

  • Re-examine the indictment process.

  • Allow the court to consider Judge Mullins’ alleged misconduct as a mitigating factor.

  • Ensure Sheriff Stines receives a fair and proportionate sentence.
